Lifewise implemented a new model of service delivery in the Auckland CBD. The Centre had operated a ‘soup kitchen’, crisis‐relief service for almost 150 years, and the change to a new approach was a significant event in the life of the service, its staff and clients. 

The Pathways to Inclusion programme aimed ‘to establish a service that supports people into housing rather than continue to maintain them in homelessness’. It was New Zealand's first attempt to adopt the ‘Housing First’ model and a multi‐agency approach to addressing homelessness.
